Security Program Management & Maturity
Runs the programme itself: charter to roadmap.
Overview
Beneath frameworks and controls sits the programme: who owns security, what it is chartered to do, what it is trying to achieve this year, how mature it is against a model, what the roadmap is, and whether leadership formally reviewed any of it. ISO 27001 makes several of these explicit — clause 5 leadership, clause 6 objectives, clause 9.3 management review — and CMMC assessors ask the same questions in different words. Maturity models (NIST CSF tiers, C2M2, CMMI-style scales) give the trajectory a shape, and a costed roadmap turns it into a budget request.
A programme without a charter, objectives and a reviewed roadmap fails the governance clauses before any technical control is tested.
Advantages
- A maturity trajectory is the most defensible answer to "are we getting better"
- Charter, objectives and management review are directly testable ISO 27001 clause 5, 6 and 9.3 evidence
- Named accountability closes the gap between an org chart and who actually owns a control
- A costed roadmap converts a maturity gap into a budget line an executive can approve
- Programme-level view catches the work that no single control owner would ever raise
Trade-offs
- Maturity scores are self-assessed and drift optimistic without external challenge
- A model can become the goal, producing artifacts nobody uses
- Roadmaps age fast; an unmaintained one is worse than none
- Consulting-led assessments are expensive and rarely repeated often enough to show trend
- Programme documentation is easy to fake and hard to falsify, which is why assessors probe it
Open-source option
The models themselves are free — NIST CSF 2.0 tiers, DOE C2M2, CIS Controls implementation groups — and Axio publishes free assessment tooling for CSF and C2M2. What open source does not provide is the programme record: charter, objectives, committee minutes, management reviews and a maintained roadmap with owners and cost.
