Tabletop Exercises & Crisis Simulation

Rehearses the decisions before the incident.

An incident response plan that has never been exercised is a hypothesis. Tabletop exercises walk a leadership group through a scenario to test decisions, authority, escalation and communication; technical range platforms put responders in a live simulated environment against real tooling. Both produce the same valuable output — a list of things that did not work — and both are explicitly required or expected by ISO 27001, DORA, PCI DSS and most cyber insurers. The market split is between immersive simulation platforms and lightweight facilitation tooling that most organisations actually need first.

Cheap relative to its yield: the first exercise almost always finds a plan-breaking gap.

  • Exercises find gaps in authority and communication that no document review ever will
  • Executive participation converts abstract risk into a decision they have personally rehearsed
  • Findings feed straight into plan revisions and remediation with clear ownership
  • Exercise records are direct evidence for ISO 27001, DORA, PCI DSS and insurers
  • Repeating a scenario after remediation is the cleanest proof that a fix worked
  • Scenario quality is everything — a soft scenario produces false confidence, which is worse than none
  • Immersive range platforms are expensive and aimed at technical responders, not decision-makers
  • Exercises are cancelled first when the calendar tightens, and the gap goes unmeasured
  • Findings frequently go unremediated, which teaches participants that exercises do not matter
  • Simulated conditions never include the real fatigue, ambiguity and press attention

CISA publishes free tabletop exercise packages and the Adversarial Tabletop and similar community projects supply scenario libraries you can run with nothing but a room and a facilitator. That covers scenario content well. Immersive technical ranges are capital-intensive to build and have no credible free equivalent, and exercise recording and finding tracking is on you.

CMDash — the product this site sells — is listed as one of the options in this area; that listing exists so you can see the conflict of interest, it is not a claim about how it compares to the alternatives, and the listing itself carries no extra weight in how any option here is presented.
